How to keep Android open source

We keep hearing that Android is not really open source. The code of it available for all after its released.
But there is a catch now. Google Play services. Google is moving a lot of its code, which could have been part of Android OS to Play services. Things like Location API’s, GCM, Games etc.
This is just the beginning, there are more things coming in. Lets discuss the pros and cons of this and also try and think about ways in which we can keep things from going down south.
